1.) Call for Papers – Workshop Herrschaft in den internationalen Beziehungen?

Herrschaft galt lange nicht als adäquates Konzept zur Analyse der internationalen Beziehungen, sondern eher als ihr Gegenstück. In den letzten Jahren scheint sich dies aber verändert zu haben. So geraten zunehmend Phänomene in den Blick, die lange zentralen Annahmen einer Anarchie im internationalen Raum widersprechen. Nicht Anarchie, sondern politische Ordnung oder genauer: Ordnungen scheinen mittlerweile charakteristisch für die Analyse internationaler Politik zu sein. Diese Ordnungen sind höchst unterschiedlicher Natur, teils treten sie als hoch formalisierte und kodifizierte Regelungsstrukturen auf, teils sind sie eher informeller Natur und werden dann oftmals erst über die Widerstände sichtbar, die sie erzeugen. Für sie alle gilt jedoch, dass sie Über- und Unterordnungsverhältnisse konstituieren und instituieren, mithin Herrschaft ausüben. Doch bis jetzt wird Herrschaft in den Internationalen Beziehungen überwiegend von der Autorität her gedacht, oder der compliance. Webers Verständnis von Herrschaft als legitime im Sinne von Autorität hält sich bis heute in liberalen Vorstellungen und informiert das Denken über politische Zusammenhänge auch der internationalen Politik. Aber auch in kritischen Forschungsprogrammen, in denen Herrschaft eher als Dominanz oder Hegemonie im Sinne von Marx und Gramsci gedeutet wird, finden Verkürzungen statt, die es erschweren, die Vielfalt von Herrschaftsphänomenen in den internationalen Beziehungen zu identifizieren sowie ihre Ursachen und Folgen zu erklären.
Wir möchten diese Verkürzungen überwinden, indem wir internationale Herrschaft als Konzept umfassender zu denken. So können dann etwa sowohl die Regelungsstruktur der WTO, die Aktivitäten der Proliferation Security Initiative als auch die Generika-Problematik im HIV/Aids-bereich als bis jetzt theoretisch kaum trennscharf fassbare Ausprägungen internationaler Herrschaft erfasst werden. Wir schlagen dazu vor, uns diesen Formen von Herrschaft vom Widerstand aus zu nähern, den sie erzeugen, da oftmals gerade darin erst die Herrschaftsordnung aufscheint, gegen die sich dieser Widerstand richtet. Wenn man diesen Widerstand als politisch betrachtet, verweist eine Analyse daher immer auf die politische Ordnung, auf welche sich Widerstand bezieht. Eine fruchtbare Unterscheidung scheint hierbei die von Opposition, die in ihrer Programmatik die Ordnung als solche nicht ablehnt und sich der institutionalisierten Formen politischer Teilhabe bedient, und Dissidenz, die sich den Spielregeln des Systems verweigert und daher eher auf unkonventionelle Organisations- und Artikulationsformen zurückgreift.
Ausgehend von diesen Überlegungen, laden wir zu einem intensiven Workshop am Exzellenzcluster „Die Herausbildung normativer Ordnungen“ an der Goethe-Universität Frankfurt vom 28.-30. November 2013 ein, auf dem wir verschiedene theoretische Zugänge zu Herrschaft als Konzept der Internationalen Beziehungen diskutieren wollen. Die Leitfragen des Workshops lauten, wie lässt sich internationale Herrschaft als Konzept für die Internationalen Beziehungen fruchtbar machen? Wie steht das normative Phänomen von Legitimität als Urteil zu dem empirischen Phänomen von Legitimität als Gehorsam? In welchem Verhältnis steht internationale Herrschaft als Konzept zu den Theorietraditionen der IB? Und welche theoretischen Anknüpfungspunkte außerhalb der engeren disziplinären Traditionen lassen sich hierfür weiterentwickeln, welche innovative und interdisziplinäre Anknüpfungspunkte gilt es zu eruieren und welche Sackgassen gilt es zu vermeiden?
Hierzu rufen wir zur Einreichung individueller Beiträge auf. Der Workshop soll in Form kleiner, nacheinander stattfindender Panels sowie mit einem entsprechenden Programm eine intensive Diskussion ermöglichen und auch darüber hinaus zu einem vertieften Austausch beitragen. 2.) Call for Papers: Workshop Performativity and Agency in International Politics

The international community declares ‚war on hunger.‘ Armed rebels attack a UN convoy in South Sudan. Beijing signals a shift on economic policy. A Predator drone kills five insurgents in Afghanistan. Portugal’s ambassador presents his credentials to Queen Elizabeth II. Detainees in Guantanamo go on hunger strike. The markets react to the crisis in Cyprus.
As these one-sentence-stories illustrate, the actors of international politics are manifold and heterogeneous. Debates in International Relations (IR) have often centered on the question of who or what counts as an actor of international politics. Recently, however, scholars from various subfields of IR have begun asking a different question: How does one become an actor of international politics in the first place?
Mobilizing the vocabulary of ‚performativity,‘ these scholars shift the focus from given agents to the processes through which agency itself is constituted. Thereby, they make visible the work that goes into the production of actors in international politics. For theoretical inspiration, such approaches draw on a wide range of sources, among them speech act theory, post-structuralism, feminist theory, and science and technology studies.
The workshop is intended to bring together scholars from the various subfields of IR whose research is based on the notion of performativity. Our aim is to collectively explore the processes through which international actors are performed into being, and to examine the implications for international politics. True to the idea of performativity, we take the constitution of agency and its consequences as not only a theoretical matter, but also–and principally–an empirical one. We thus aim for a discussion firmly grounded in participants‘ respective empirical research.
We are particularly interested in questions such as:
- How is agency performed in international politics?
- How do different performances create different qualities of agency?
- How are ’self‘ and ‚other‘ linked in performances of agency?
- Can performances of agency fail and, if so, what are the consequences?
- How is agency–intentionally or not–denied, sabotaged or de-constructed?
- How are we, as researchers, involved in performing or denying agency?
The workshop will take place on 21 & 22 February 2014, in Frankfurt/Main, Germany. Professor Michael Shapiro (University of Hawai’i) will give the keynote speech. 3.) Call for Applications zum Young Academics Workshop: „Invitation to Discourse – Normative Concepts in Transformation in the Arab Spring and beyond“

The recent uprisings in the Middle East and North Africa that have become known as the Arab Spring never failed to surprise observers. The rapidity and extent of m ass protests that took the streets rendered the entire scene almost incomprehensible for analysts and experts who have adhered to an idea of “Arab exceptionalism” for the last couple of decades. Most questions that have be en raised in the aftermath of the Arab Spring have therefore understandably focused on reconstructing its underl ying factors and predicting its geopolitical consequences. But apart from challenging the political and economic order of the region, the events of the Arab Spring have also underlined the urgency to revisit common understandings of various normative paradigms. Ever since 201 1, the calls for freedom, dignity and justice have been and remain the most prominent demands resonating in a ll forms of institutional rearrangements and protest. They are uttered in the face of experienced forms of domi nation, humiliation and injustice. The choices and dilemmas of rapid change throughout the events of the Arab Spring raise serious questions about how we imagine democracy, activism and resistance. Hitherto existing theories and paradigms within the humanities and social science seemed unable to read the complexity. At the same time, the normative concepts in question in the Arab Spring are essential in normative paradigms of Western societies as well. Yet, the current European crisis clearly illustrates the rising intensity o f negotiations on a just and free society. Further, discourses on immigration, social policy or security are fully comprehended only if we consider the myriad versions of norms from which these discourses spring. The same holds true for t he agenda of international affairs and development cooperation. Amid this huge flux of ideas in an ever c loser connected world, one feels the necessity to revisit the notions of challenged, revised and shared normative ideas. We invite young academics from Egypt and Germany to attend a one-week-workshop at Freie Universität in Berlin. The purpose is to engage in a cross-cultural conversation that discusses the normative dimensions of the current transformations in the Arab World. Designed from a multidisciplinary perspective, the workshop aims at fathoming the flux of interpretations of norms such as freedom, justice or dignity. Theoretical, empirical and methodological contributions from a variety of disciplinary perspectives are welcome that shed light o n the potentialities, challenges and evidences of the normative transformation in the societies of the Arab World, with a particular focus on Egypt. We also encourage papers with a cross-cultural comparison.
This is workshop aims at bringing together a multidisciplinary group of young academics – 14 from Germany and 14 from Egypt – in a creative and largely exploratory atmosphere. The workshop will function as a forum t o exchange knowledge, concepts, ideas, methods and perspectives. Senior researchers and experts will join the discussions and exchange experience by providing conceptual and empirical perspectives from respective fields and disciplines.

4.) Call for Papers on „Intergenerational Justice and Natural Resources”, Special Issue 2014/01 für die erste Ausgabe der neuen Zeitschrift Moral Philosophy & Politics (MOPP)

Through their use of natural resources, presently living people will affect the conditions under which future people will live. This raises questions of intergenerational justice: What do presently living people owe future generations, in particular, which natural resources, with the policy options they allow, should remain available to future generations (and to what extent)? Further, it is particularly the industrialized countries of the global North who have caused the problem of climate change, in part because of the fact that the process of industrialization came with increasing levels of emissions. At the same time, the harmful effects of climate change will be felt disproportionately by developing countries (particularly those in the global South), who have benefited far less from industrialization. Do OECD countries therefore stand under special duties towards the victims of climate change in the global South?

5.) Call for Workshop Proposals 2nd European Workshops in International Studies (EWIS)

The European International Studies Association (EISA) invites proposals for workshops as part of EWIS 2014 to take place at Gediz University, Izmir, Turkey, 21-24 May 2014. EWIS can take up to 15 workshops for a maximum of 20 participants each.
At this stage, we are looking for potential workshop convenors who would like to organize a workshop on a specific theme within the broad field of International Studies. The proposals should include:
- the title of the workshop
- a description of the topic and its relevance of not more than 500 words
- an indication of topics for papers and possible participants
- a short CV (max. 1 page)
There can be up to two convenors of each workshop. The participants fee will be waived for workshop convenors, and they will be invited to the workshop convenors‘ dinner. They will however have to pay for their travel and hotel arrangements.
The deadline for proposals is 30 September 2013, with notifications by 15 October 2013. Applicants should note that this will be followed by an open call for papers with a deadline of 15 December 2013, and that workshop convenors will be asked to actively participate in the selection of workshop participants who will be notified by 31 January 2014.

6.) Call for Abstracts and Papers: DAAD INTERNATIONAL CONFERENCE ON: GLOBAL PERSPECTIVES ON EUROPE

Europe is entangled politically, economically and legally with the rest of the world as its policies and actions reverberate beyond its geographic borders. Yet in a number of cases, Eurocentric views that are clearly incapable of portraying Europe in a comprehensive manner in its global interactions tend to dominate the discourse. Obviously, in order to fully appreciate Europe and its leadership role in world affairs, it is not sufficient to look at perspectives from within alone but to take a total view that projects Europe from a global perspective.
A global Europe, embedded in an ever-growing and interdependent network of relations does neither act in isolation nor do its actions merely affect European countries. Hence it is essential that Europeans and European institutions take into account alternative views primarily from outside and to weigh the merits of these differential positions. In a globalised world, it is imperative that European societies, and the key stakeholders from the academic, political, economic and legal realm appreciate the need to be more receptive towards external perspectives. After all, a successful constitution of Europe will barely be possible without considerable attention the understandings and perceptions of other world regions. These external perspectives are the frame of reference in a global context in which Europe, epitomised by the European Union and its member states, vividly engage itself both internally and externally.
With this in mind, the proposed conference seeks to create an externally-led reflection that aims to make a contribution to a better understanding and analysis of Europe’s role in the contemporary world. It seeks to trigger a substantial reflection on new directions of action, and to open up spaces for renewed discussions on Europe’s economic, social, political, historical and legal role, and relationship with the rest of the world.
We suggest contributions covering the following fields:
- Postcolonial studies
- Migration studies
- Regional integration and regionalism
- Development policy and cooperation with the global South
This list is not exhaustive and contributions may cover any other field of interest with regards to „global perspectives on Europe“.

The Institute for European Studies at the Vrije Universiteit Brussel (IES-VUB), the Institut d’Études Européennes at the Université Libre de Bruxelles (IEE-ULB), the United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS) and Egmont – the Royal Institute for International Relations invite papers for the fourth ‘European Union in International Affairs’ (EUIA) Conference.
The EUIA Conference provides a multidisciplinary forum for discussion and exchange of ideas amongst scholars engaged in understanding the role of the EU in the world. This broad theme encompasses the dynamic interplay between the EU, its member states and external partners. Debates may focus on topical issues such as the European elections and the quest for democratic accountability, the transatlantic trade and investment partnership, European responses to the instability in the wider neighbourhood, the external implications of the Eurozone crisis, and the evolution of the post-Lisbon European foreign policy system. As such, the EUIA Conference integrates ‘inside out, outside in’ perspectives covering different policy fields.
The EUIA Conference is open to all relevant disciplines and sub-disciplines. Through keynote addresses and policy link panels it fosters exchange between the scientific and the policy communities. Limited solidarity grants are available to cover part of the cost of participation of junior researchers from disadvantaged countries.

8.) Call for Papers für die elfte IB-Nachwuchstagung

Vom 9. bis zum 11. Mai 2014 veranstaltet die Nachwuchsgruppe der Sektion Internationale Politik (IP) der Deutschen Vereinigung für Politische Wissenschaft (DVPW) ihre nunmehr elfte IB-Nachwuchstagung, die an der Akademie für Politische Bildung Tutzing stattfindet. Dafür können ab sofort Abstracts eingereicht werden, die als Grundlage für zu präsentierende Papiere dienen sollen.
Die Tagung findet unter dem Titel „Sicherheit, Wirtschaft, Gesellschaft: Theorien und Problemfelder internationaler Politik“ statt und bietet NachwuchswissenschaftlerInnen (insbesondere DoktorandInnen) die Möglichkeit, ihre Forschungsarbeiten aus dem Bereich der Internationalen Beziehungen mit VertreterInnen des Fachs zu diskutieren. Interessierte NachwuchswissenschaftlerInnen werden gebeten, ihre Abstracts (400 bis 500 Wörter) bis zum 01. Oktober 2013 an nachwuchstagung2014@yahoo.de zu senden. Die Abstracts durchlaufen ein anonymes Begutachtungsverfahren.
Die Konferenz findet in deutscher Sprache statt; die vollständigen Konferenzpapiere können entweder in deutscher oder in englischer Sprache verfasst werden. Die Nachwuchsgruppe begrüßt die Einreichung deutschsprachiger Beiträge. Stichtag für das Einsenden der fertigen Papiere ist der 15. April 2014. Einreichungen müssen eigenständige Artikelform besitzen.
Die Nachwuchstagung steht auch interessierten TeilnehmerInnen offen, die kein eigenes Papier vorstellen möchten. Diese wenden sich bitte bis zum 31. Januar 2014 an nachwuchstagung2014@yahoo.de. Die Kosten der Tagung sind von den TagungsteilnehmerInnen selbst zu tragen, fallen jedoch moderat aus: 102 € für Übernachtung und Verpflegung für den gesamten Tagungszeitraum (ermäßigt für PromotionsstudentInnen unter 30 mit Nachweis: 57 €), bzw. 66 € ohne Übernachtung aber mit Verpflegung (ermäßigt: 42 €).

9) Nachwuchsfoerderungspreis der AFK!

Als Dachverband der deutschsprachigen Friedens- und Konfliktforschung foerdert die Arbeitsgemeinschaft für Friedens- und Konfliktforschung (AFK) wissenschaftliche Arbeiten, die zu einem Verstaendnis der Ursachen von Frieden und Krieg beitragen und Grundlage für eine am Frieden orientierte politische Praxis sein sollen.
Die AFK vergibt jaehrlich einen Nachwuchspreis an junge WissenschaftlerInnen oder Initiativen, die einen herausragenden Beitrag zur Friedens- und Konfliktforschung geleistet haben. Der Preis ist dem Andenken an die Rechtsextremismusforscherin Prof. Christiane Rajewsky gewidmet.
Wir freuen uns über Arbeiten, die sich der Friedens- und Konfliktforschung zurechnen und eines der folgenden Kriterien erfuellen:
- Besondere Forschungsleistungen, z. B. Studien,Qualifikationsarbeiten oder vergleichbare mediale Produkte
- Dokumentation besonderer Leistungen in der Vermittlung der Friedens- und Konfliktforschung in Lehre, Gesellschaft, Politik
- Herausragende Leistungen für die Friedens- und Konfliktforschung im Bereich der Oeffentlichkeitsarbeit
Die Preissumme betraegt 1.000,- Euro. Die Preisverleihung findet im Rahmen des Jahreskolloquiums der AFK im April 2014 statt, zu dem der/die PreistraegerIn eingeladen wird.
Einsendeschluss für Bewerbungen um den Preis des Jahres 2014 ist der 15. Oktober 2013.

Die referierte „Zeitschrift für Politikwissenschaft – Journal of Political Science“ versteht sich als Forum für die gesamte Politikwissenschaft. Sie bietet eine Plattform für alle Teildisziplinen, Ansätze und Richtungen des Fachs. Als gemeinsames Band stehen die Grundlagen-, Theorie- und Praxisorientierung sowie die kritische Diskussion im Vordergrund.
Für unseren Review-Bereich suchen wir jederzeit qualitativ hochwertige und innovative Aufsätze aus allen politikwissenschaftlichen Teilgebieten, insbesondere den Internationalen Beziehungen! Alle eingereichten Aufsatz-Manuskripte durchlaufen ein zweistufiges Begutachtungsverfahren: Erstens unterliegen sie einer Begutachtung durch das Herausgeberkollegium – dem Board Review. Zweitens werden die Manuskripte in externen anonymen Gutachten von renommierten Wissenschaftlerinnen und Wissenschaftlern mit ausgewiesener thematischer Expertise im Rahmen eines Double Blind Peer Review evaluiert.
